After the House Democrats filed into the chamber, coming from their meeting with Hillary Clinton ( possibly the " brains " behind the pair the American people elected as President in 1992 ), the final day of debate and the vote on the possible impeachment of Bill Clinton began with a speech by Bob Livingston, resigning from the House of Representitives as of January 1999. Livingston was slimed by a Whitehouse hungry to dig up dirt on it's enemies and he took responsibility for his actions. Why can't our precious dictatorial President do the same? Bob Livingston has shown all of us the true difference between Democrats and Republicans. Republicans stand for truth, personal responsibility and justice, and Democrats stand for lies, immorality and twisting the laws to fit your needs. There can no longer be any doubt!
Actually, the proceedings began with four one minute speeches before Livingston's speech of resignation. Henry Hyde began the final day of debate and vote on impeachment by recognizing James Rogan. Rogan addressed the censure motion as a meaningless action. John Conyers recognized Barbara Lee, who launched into a vicious attack on Republicans.
Democrats who spoke in defense of Bill Clinton included: Jerry Kleczka, Juanita McDonald, Jose Serrano, Elijah Cummings, Chaka Fattah ( who rudely attacked Republicans, including Newt Gingrich and Bob Livingston in a quite cowardly manner ), Delegate Robert Underwood, Jerrold Nadler ( mocking the integrity of Bob Livingston ), Marty Meehan, Chris John, Lloyd Doggett, Tom Barrett, William Delahunt ( He was still lying about the House censuring presidents in the past. It was the Senate that censured those past presidents. ), and John Lewis ( in a sermon-like manner, yelling and disregarding the gavel ).
Republicans who spoke in favor of impeachment included: Marge Roukema, Tom Campbell ( " Bob Livingston has led by example. " ), Nancy Johnson, Heather Wilson, Tillie Fowler, Christopher Cox, and Bill McCollum made a speech listing the documented proof of Clinton's impeachable offenses.
Lindsey Graham ( R ). " We believe he committed crimes cheating our legal system. "
Bob Barr ( R ). " Accountability does not come from opinion, but from three things...the law, the evidence and the Constitution. "
Bob Livingston ( R ). " The debate has done nothing to bring us together. "
*Christopher Shays ( R ). " He will not be impeached with my vote. "
J.C. Watts ( R ). " There is no joy sometimes, in upholding the law...but we know it must be done. If we do not punish lawlessness, our children will not believe it...Draw a line between right and wrong. If our country looks the other way, our country will lose it's way. "
Tom DeLay ( R ) was truely choked up as he reached the podium. " When I came to work yesterday, it really hit me what we are about to do. It's about honor, decency, integrity and the truth...about relativism versus absolute truth. " Bob Livingston " put his family, his country, above his own self interest. "
Dick Armey ( R ). " A day of affirmation. It shows our government works. The vote is not about the character of a president, but about the character of a nation. "
Charles Schumer ( D ). " Lying under oath about a sexual affair...deserves a censure. "
Chet Edwards ( D ). " When will this mindless canabalism end? "
David Bonior ( D ). " We find ourselves in a destructive cycle...we must put an end to it." He then lauched into a litany about Linda Tripp and Monica Lewinsky.
Hey man, it was your stinking lousey President who has gotten us into this, by continuing the lies he started back in January. He could stop this any time he wants, by resigning ( but Bill and Hillary are too much in love with the power they are trying to hold on to, to do the right thing )!
Henry Hyde made a closing statement trying to illustrate the non-private nature of Clinton's testimony in court. " I don't care about the subject matter. If it was solemn enough to take the oath, it was solemn enough to tell the truth ".
Rick Boucher ( D ) then offered a motion to recommitt ( essentially a motion of censure ) and debate began.
Richard Gep ( lack of ) hardt ( D ). " The politics of slash and burn must end. " " His ( Livingston's ) decision to retire was a terrible capitulation to the forces " destroying our system. Gephardt didn't mock Livingston they way other Democrats did, but indirectly tried to put the blame on Republicans.
James Rogan ( R ) explained how any Congress can expunge the censure from the record, by a simple majority vote.
Steve Buyer ( R ) pointed out that ' the censure resolution has now had it's title changed to a sense of the House resolution.
Ray LaHood ( R ), Speaker Pro Tempore, ruled that the censure motion is not germane to the impeachment articles, but is a question unto itself.
I believe the censure motion was offered by the Democrats for two distinct reasons. 1) Because it lets Clinton off scott free; and 2) So Democrats can say they voted for something to punish Clinton.
The vote on Article One: Perjury before the Grand Jury. Republicans voted 223 for and 5 against. Democrats voted 5 for and 200 against. One Independant voted against. The total was 228 for and 206 against. Article one passed and will be sent to the Senate.
The vote on Article Two: Perjury in Jones case. Republicans voted 200 for and 28 against. Democrats voted 5 for and 200 against. One Independant voted against. The total was 205 for and 229 against. Article two was defeated and will not be sent to the Senate.
The vote on Article Three: Obstruction of Justice. Republicans voted 216 for and 12 against. Democrats voted 5 for and 199 against. One Independant voted against. The total was 221 for and 212 against. Article three passed and will be sent to the Senate.
The vote on Article Four: Abuse of Power. Republicans voted 147 for and 81 against. Democrats voted 1 for and 203 against. One Independant voted against. The total was 148 for and 285 against. Article four was defeated and will not be sent to the Senate.
Two out of four of the articles of impeachment in HR 611 passed. You may speculate why your representitive voted the way he or she did, but either way, they had a reason that was extremely important to them.
While the Democrats cried foul to the media out on the steps in front of the building, Henry Hyde appointed 13 Republican members of the House Judiciary Committee as the trial managers and they were approved by recorded vote. The House then adjourned.
The fate of Bill Clinton is now in the hands of the United States Senate. Hopefully, a trial there will be civil and confined to the facts in evidence. I assume that Democrat Senators will not attack the prosecution, the way a majority of House Democrats did. Bill Clinton could spare the country more pain, by doing the honorable thing, resigning. This is not going to happen, because Bill Clinton doesn't have an ounce of integrity or a honorable bone in his body!
When truth becomes the personal opinion of the individual, we should remove the word " truth " from the dictionary!
