If we really have a 1.5 trillion dollar budget surplus, are not we morally obligated to apply that money to repaying the national debt?

I believe, if the surplus cash is indeed really there, we could repay a large portion of our debt, by applying it all!

Why should the country be treated any differently, than your personal money matters? We have to pay back our personal loans and debts, and I think the country should use "our" tax money to pay back "our" national debt.
